The Truth of Citizenship Amendment Bill-2019

India is witnessing a mass protest by students of Jamia Millia Islamia,  Aligarh Muslim Univesity(AMU) and Jawaharlal Nehru University against a new proposed bill in Lok Sabha (Lower House of Parliament ) now passed from Rajya Sabha as well.
So here is an effort to give a clear view of CAB, and why it is Need of Hour.

What is CAB?
As mentioned in the bill, It is A Bill further to amend the Citizenship Act 1955. Some new provisions have been inserted in this new proposed bill, which includes

Purpose of Bill:
The second point of Bill goes as,
1) "Provided that any person belonging to Hindu, Sikh, Buddhist, Jain, Parsi or Christian community from Afghanistan, Bangladesh or Pakistan, who entered into India on or before the 31st day of December 2014 and who has been exempted by the Central Government by or under clause (c) of sub-section (2) of section 3 of the Passport (Entry into India) Act, 1920 or from the application of the provisions of the Foreigners Act, 1946 or any rule or order made thereunder, shall not be treated as illegal migrant for the purposes of this Act;".
  
The purpose of this act is to provide citizenship to the minorities of aforesaid three countries who have been persecuted on the religious ground.
The aim is of addressing the minorities in these neighboring nations, these countries are non-secular and have Islam as their religious identity, minorities in these countries are continuously face discrimination, mental and in countries like Pakistan, reportedly are being forcefully converted to practice Islam, also many cases of molestation keeps on happening which make the life of minorities hell and they have no other option to find a place like India to stay. 

Many give the example of Sri-Lanka giving the example of Tamils in the country, but the reason to not address them is they are not being identified on religious grounds but whatever they face over is the political issue rather than religious.

Addressing Indigenous identity of Eastern India:
The protest by the Assamese in order to protect their indigenous identity seems as provoked action rather than reaction. Point four of the new bill goes as follows,

2) Nothing in this section shall apply to the tribal area of Assam, Meghalaya, Mizoram or Tripura as included in the Sixth Schedule to the Constitution and the area covered under "The Inner Line" notified under the Bengal Eastern Frontier Regulation, 1873.

The third point it is addressing is related to Overseas Citizens of India, it is for the cancellation of registration as Overseas Citizen of India, the points eight and nine of the bill are as follows,

3) Presently, there is no specific provision in section 7D of the Act to cancel the registration of Overseas Citizen of India Cardholder who violates any provisions of the Act or any other law for the time being in force. It is also proposed to amend the said section 7D so as to empower the Central Government to cancel registration as Overseas Citizen of India Cardholder in case of violation of any provisions of the Act or any other law for the time being in force.

  4) Since there is no specific provision in the Act at present to provide an opportunity of being heard to the Overseas Citizen of India Cardholder before cancellation of the Overseas Citizen of India Card under section 7D, it is proposed to provide the opportunity of being heard to the Overseas Citizen of India Cardholder before the cancellation of the Overseas Citizen of India Card.  

It is very clear from the discussion of the bill, it has nothing related to Indian Muslims, the only thing it does is that the bill is not addressing the majority of these countries since they are already enjoying all kinds of freedoms and are a proud citizen of their country.

The most important question that is asked by those who consider themselves as great thinkers and well-wishers of the nation is, what was the need for this bill at this point in time?

The Need:
I find it should have been done earlier, the reason being the way influx took place or the infiltration is taking place if it is not addressed in a proper manner a load of the population will cripple the nation and economy. Running a nation is not an easy task and really has a lot of responsibilities.
If the nation is unknown about its population, it will fail in all the fronts be it security, economy or any other aspect of a prosperous nation. 
Also, if people are coming to your country probably things have exceeded the maximum tolerance level and they are bound to leave their country.
If this problem were not addressed in a systematic manner it would have lead to economic and security disaster in India. A nation should know its population in order to be successfully run.
Rather than allowing backdoor entry, or infiltration it is good to have a proper system and knowing what population is residing in the nation. This will clear the security concerns of the nation as well as won't let economic load sunk the nation.
In fact, it is appreciable and clap-able step by the nation that instead of keeping vote bank on priority it is keeping nation first.


The protest gives message to the educated class of people who have gone through the new bill, that protesters are intolerant about giving shelter to people who do not belong to the community they belong to, but scenario may be different than those protesting have been ignited in the wrong direction to fulfill personal political agenda, ignoring consequences on International platform.

The logic that students of three prestigious institutes are doing protest including non-Muslims means there must be something that is not right in the bill is sophistry, before coming out on the road please once go through the  CAB bill.
